In the city centres i don't think there is much we can do but police it, or let the salvation army mop up the aftermath. To try and close early .....well it is just not on, too much money involved.
In the suburbs i think there is something that can be done ,like, keep the youth clubs, parks and playing fields open.
The police could play a part, a big part, in the suburbs also.The pubs round our way are over 21's strictly, yet it's blatantly obvious that there's kids in there under 18 never mind 21.You may say it's down to the landlords to get them out....you would be right....but it's just not worth the hastle, as long as there's no trouble. If the landlord phones the police too often, you end up with a "crying wolf" syndrome, and the kids just come back.
I sound like i'm the profit of doom, i promise you i am no, i'm just mumbling.
We could stop jokes like the one at the top of this post aswell......but i won't.
