If the guards had spotted them on or around the tracks shouldn't they have warned the station not to send any trains out in that vicinity, that is presuming that the "young men" were killed close to the area they were defacing?

I think the chase was started when the security guards shouted or approached.
Being the nature of the crime and the age of the people involved i would think these people were career graffiti "artists" and the security guards are not brand new to this problem, so would have tried to get close to nick a couple of the culprits.

What is a "comfortable distance", 1 foot or a 100 feet? I don't think any blame could be dropped at the guards feet, i think "only doing their job" would cover them. If anyone is going to be liable for anything it has to be the main contractor for the rail network.
Saying that i don't think any charges will be passed on to the contractors.
