 Dog fouling and incidents
Proposals have been made to force dog owners to keep their dog on the leash at all times unless in a 'designated dog roaming' area. Also, punishments for failing to clean dog foul will be greatly increased. This is due to the recent environmental complaints about dogs and incidents involving injuries caused by dogs.
It is fair to be tough on dog fouling but to introduce another potential penalty for those who let their dogs free in any area is harsh. It won't be simple for elderly people to go to 'designated dog roaming' areas to allow their dog to exercise.
