Close, it means 'suppressive personalities'. It refers to anyone who is against scientology, and are the kind of people that scientologists will attack and intimidate.

That sounds like most religions, beliefs and cults to me.

The peculiar point our Tom kept on stating was that it was only those that believed in what he believed in were able to "help" anybody.
That is just sheer lunacy...this idiot obviously believes that he made a conscious decision that added to his personal knowledge, about EVERYTHING.... specifically, about how they could save anybody...from "accidents" and embellishment of "ethics" on another human being, unless they were "thier" ethics, with duress.
