As I heard on a radio suffolk talk in, the town councils are now littering albeit with a purpose to spy on people who litter.
MMmmmmmmmmm, something smells of " dont do as I do, do as I say."
The moral of the story is, if you see a heinz bean tin,lying around looking suspicious give it a good kick into touch.
