The government is to spend forty two million pounds to make a prison wheelchair friendly in order to house a heroin dealer. I think he should pay for it himself.

Is there a link to this story? I assume it's the heroin dealer who's apparently responcible for (what was it?) 80% of the heroin black market? If so, yes he should pay himself, but beurocrats don't think like that and they'd much rather make the tax payer flip the bill.

If the money he had was from the heroin black market, should it not have been taken away from him by the authorities anyway?

The authorities have to prove his money is made from illegal means, while I'm sure they got a lot of it, I doubt they got anywhere near all of it.

I reckon that the news was slanted, A prison in need of an upgrade refurb or enlargement is putting in some ramps.......and the news is put in such a way that it costs 42 million pounds and all because of some dirty drug dealer, in a wheelchair.
