Default guilty until proven otherwise

The home office said in a staement today, but consider this one fact.
A person gets sent down for a crime he knows he did not commit. Months or years later, he is proven to be correct and let out.
The state made the error but will not compensate him for the mental anguish, monies lost, family life taken away and even unmeasurable losses to dignity and health, to name but a few.

Where is the logic to this. Does this spell the beginning of the end to another civil liberty, and a confirmation of the kgb style police state.

This also falls inline with the id cards and all other surveillance methods, that we are all deemed to be guilty until proven otherwise by the police state. This is what they wanted......and is simply a gateway for them to get more control.

That situation is only being considered for first appeals, and hasn't been instituted as yet. I suspect it won't be either. A classic spin technique is to withdraw the worst aspect of your proposal so that a "grateful" public will more readily accept the rest of the new measures.

For long term situations, "not compensated" turns to a cap of half a million, which is hardly ungenerous, especially as it brings payouts in line with the maximum granted to crime victims.
